국가재정운용계획 11년 운영 평가 및 과제
본 논문은 우리나라 중기재정운용계획인 국가재정운용계획이 지난 11년 동안 운용되어 오면서 나타 난 문제점들에 대해 분석하고 이를 보완하기 위한 개선방안을 OECD국가의 중기재정운용계획의 운용 사례를 바탕으로 제시하고 있다. 주요한 문제점으로는 낙관적인 경제전망이 반복되고 있고 이런 근거에 서 수립되는 세입전망의 오차가 크게 발생되었으며, 이는 다시 재정수지와 국가채무관리계획의 차질을 초래하여 국가재정운용계획의 실효성을 저하시키고 있다는 점이다. 실증분석 결과 그동안 정부가 국가 재정운용계획을 통해 제시한 관리재정수지 목표의 실현도가 매우 낮았을 뿐만 아니라, 전망의 변동성도 상당히 큰 것으로 나타났다. 본 연구에서 제시한 국가재정운용계획의 주요 실효성 제고방안은 다음과 같다. 첫째, 객관적이고 정확한 경제전망을 위해 공신력 있는 경제전망기관들로부터 전망치를 제공받아 그 평균치를 활용하고, 둘째 국가재정운용계획은 법적 기속력이 없어 중기재정계획이 계속해서 변동하 는 점을 보완하기 위해 첫 3년에 대해 일부 구속력을 부여하는 방안을 고려할 필요가 있다. 셋째, 중기 계획 작성과정에서의 국회의 적극적 역할을 제고하기 위해 국가재정운용계획 수립방향의 보고시점을 6 월 말로 조정하는 방안과 국가재정운용계획의 집행 결과에 대한 보고서를 국회에 제출하는 방안을 강 구해야 할 것이다. 마지막으로, 재정건전성 제고를 위해 좀 더 법적 구속력을 가질 수 있는 재정준칙을 도입할 필요가 있다.
Evaluation and Reform Proposals on Mid-Term Fiscal Management Plan in Korea
This study tries to review the problems for implementing the Mid-Term Fiscal Management Plan(hereafter MTFM) in Korea for 11 years and proposes the measures for enhancing the effectiveness of MTFM through case studies of MTFM in OECD Countries. The principle problems of implementing the MTFM in Korea are as follows. The Administration has repeated optimistic economic outlook and this induced large errors between projection and actual value in total revenue. This problem reduced the efficiency of MTFM in Korea by dropping accuracies of Fiscal Balance and Government Debt projections. The results of RMSE analysis were inaccuracy and high variability of projection of Fiscal Comprehensive Indicators like Total Revenue, Fiscal Balance, Government Debt in the MTFM for 11 years. We suggest the several following policy reform proposals. First, the Administration should use average of each economic forecasts from reputable economic organizations and research institutes to improve economic outlook. Second, we propose measure to carry legal binding over first 3-year periods of MTFM to alleviate the variability of MTFM. Third, to enhance the active role of the National Assembly, direction of MTFM should be submitted to related standing committee by the end of June and report on execution result of MTFM should be turned in it. Lastly, we need to introduce the new Fiscal Rules like Fiscal Balance Rule or Debt Brake Rule to boost the healthiness of public finance in Korea.
