우리나라의 종합국력과 경제력 : G20 국가와의 비교

대한민국은 지금 선진화와 통일 등 시대적 과제를 풀어내야 할 중차대한 시점에 서 있다. 이 시점에서 대한민국이 실현하고자 하는 것을 실현해 내는 능력으로서 국력을 세계 주요국들과 비교·측정해보는 것은 중요한 의미를 지닌다. 본 논문의 저자들을 포함하는 ‘한반도선진화재단 종합국력 연구진’은 2009년에 이어 2014년에 다시 한 번 G20국가들을 대상으로 7개 요소국력을 포괄하는 하드파워(비중 60%)와 6개 요소국력을 포괄하는 소프트파워(비중 40%)로 이루어지는 ‘종합국력’을 측정해 보았다. 본 논문은 그 연구결과를 요약 정리하되 경제력에 대해서는 좀 더 자세하게 기술한 것이다. 대한민국의 종합국력은 이번 측정에서 미국, 중국, 영국, 독일, 호주, 캐나다, 프랑스, 일본에 이어 9위를 차지하여 2009년의 13위에서 4단계 상승하였다. 2009년도에 비해 이번 측정에서 우리나라의 순위가 상승한 요소국력은 변화대처력(10위 → 6위), 환경관리력(15위 → 11위), 국방력(8위 → 5위), 정보력(11위 → 9위), 경제력(11위 → 10위), 교육력(11위 → 10위), 국정관리력(10위 → 9위) 등 7개 부문이었고, 과학기술력(7위)과 외교력(12위), 문화력(13위), 사회자본력(15위)은 2009년에 비해 아무런 순위 변화가 없었으며, 정치력과 기초국력의 경우에는 각각 14위에서 15위, 13위에서 14위로 한 단계씩 하락한 것으로 나타났다. 구매력 기준으로 평가한 우리나라의 GDP 규모는 1980년에 비교대상으로 삼고 있는 20개국 중 최하위였으나, 현재에는 미국, 중국, 인도, 일본, 독일, 러시아, 브라질, 영국, 프랑스, 멕시코, 이탈리아에 이어 12번째로 부상하게 되었다. GDP 규모뿐만 아니라 최근 5년간의 성장률, 최근 5년간의 물가상승률 및 소득분배의 지니계수도 반영한 경제력의 순위는 2014년의 경우 우리나라가 G20 국가들 중에서 10위를 차지하는 것으로 나타난다. 각 요소국력 상호 간은 몇몇 예외적인 경우를 제외하면 상당히 높은 양(+)의 상관관계를 가지는 것으로 나타난다. 종합국력과 가장 높은 상관관계를 보인 요소국력은 과학기술력(상관계수 0.91)이었고, 그 다음으로 정보력(상관계수 0.90), 경제력(상관계수 0.80), 국방력(상관계수 0.77), 기초국력(상관계수 0.76) 등이 종합국력과 높은 상관관계를 보였다. 대한민국이 지난 반세기 동안 이룬 성취에 비추어보면, 장차 우리나라가 세계 최일류 국가로 부상하는 것이 불가능한 것만은 아니라 하겠다. 잘 하는 분야는 더욱 더 잘 해나가고 취약한 분야는 약점을 보강해나감에 있어 이번 종합국력 연구가 하나의 유용한 지침을 제공할 것을 기대해 본다.

Total National Power and Economic Power of Korea : Comparison with G20 Countries

Having experienced a rapid growth last half a century, the Republic of Korea still has important national agenda such as improvement of institutions and unification of two Koreas. At this time, it would be meaningful to check the national power of Korea. The authors of this paper participated in developing the Hansun Total National Power Index, which is comprised of hard power embracing 7 constituent powers with 60% weight and soft power embracing 6 constituent powers with 40% weight. The total national power of Korea in 2014 ranked 9th among G20 countries, following Unites States, China, United Kingdom, Germany, Australia, Canada, France, and Japan, with hard power ranking 10th and soft power ranking 11th. Looking at the 13 constituent powers, the basic national power ranked 14th, military power 5th, economic power 10th, scientific and technological power 7th, educational power 10th, environmental management power 11th, intelligence power 9th, governmental management power 9th, political power 15th, diplomatic power 12th, cultural power 13th, social capital power 15th, and change readiness power 6th. The scale of Korea’s GDP in purchasing power parity ranked the lowest among G20 countries in 1980, but has steadily growed to rank 12th these days. Economic power, which takes into consideration not only GDP but also recent 5 years growth rates, recent 5 years inflation rates, and Gini coefficient of income distribution, ranked 10th in 2014. Considering the amazing performance Korea has achieved last half a century, it would not be impossible to see unified and most advanced Korea in a near future. We hope this study to shed some light on reforming institutions and developing necessary strategies.
