지방공기업 부실에 따른 지방과 국가재정에 대한 영향 분석

본 논문은 지방공기업을 둘러싸고 있는 지대추구의 유인이 지방공기업의 부실경영 및 부채증가로 이어져 지방재정의 위축뿐만 아니라 중앙정부의 재정에도 부정적인 영향을 끼칠 수 있음을 분석한다. 지방자치제 이후 지방공기업의 수가 급격히 늘어나게 되고 이로 인해 지방공기업의 기능과 역할이 중복되거나 불필요하게 되어 결과적으로 낭비와 비효율성이 발생하고 있음을 직영기업과 공사·공단의 경영실적 분석을 통해 살펴본다. 특히 지역주민에 대한 정치적 지지를 고려하기 때문에 원가이하의 요금통제 등으로 만성적 적자구조를 가지고 있는 상·하수도와 도시철도공사의 경영손실은 구조적으로 지속될 수밖에 없음을 분석한다. 또한, 부실 지방공기업에 대한 지자체의 경영지원이 지자체의 재정 위축과 연관될 수 있음을 실증적으로 보인다. 이러한 가운데 2008년부터 2013년까지 16개 광역시도의 보통교부세비율과 지자체별 재정지원금, 통제변수 등에 대한 패널데이터를 구축하여 실증분석한 결과, 지자체의 보통교부세비율은 지자체의 재정지원금비율에 의해 정(+)의 영향을 받고 있는 것으로 나타났다. 이 같은 결과는 지방공기업의 설립 및 경영부실 등으로 지자체의 재정지원금이 계속해서 늘어나게 되면 재정지원금 확대로 인해 지자체 재정이 위축되기 마련이며, 위축된 지자체 재정의 일부를 보전하기 위하여 우회적인 반영을 통해 중앙정부로부터의 보통교부세 교부량이 늘어날 수 있음을 의미한다. 중앙재정도 그 영향에서 자유롭지 못할 수 있음을 환기해 볼 수 있는 대목이다.

The Effect of Local Public Enterprise Debt on Local Government Finance

This paper examines the effect of local public enterprise debt on local government finance from the perspective of rent-seeking. It seems obvious that the number of local public enterprises has been increased somehow for political purpose since 1995 when the municipalities become opened up. Since then, there have been conflicts and inefficiencies generated among local public enterprises due to their overlapped functions. Some controlled prices of goods and services that local public enterprises provide caused cumulative deficit and thus deteriorated local government finance because the prices were under production costs. This paper analyzes the relationship between the shared tax and the financial support from local governments to local public enterprises, using relevant panel data from 2008 to 2013. The empirical result shows that the ratio of the shared tax to the total income were positively associated with the ratio of the support funding to the total income. This finding implies that the incentive to improve fiscal substantiality is weakened as long as local public enterprise received financial support from the local government. It also represents that the local government’s incentive to receive more the shared tax from the central government become stronger.
