관리비 고지서의 사회적 규범 정보에 대한 전력소비 의사결정자의 행동 탐구 : 744세대 아파트 관리비 분석 및 시선추적(Eye-Tracking)실험
본 연구는 아파트 관리비 고지서에서 제공하는 이웃평균전력사용량 정보가 전기사용절약을 유도하고 있는지를 탐구한다. 우선 2016년 4월부터 2017년 4월까지 744세대의 아파트 관리비 정보를 사용하여 지난 달 이웃평균전기사용량을 초과하였다는 통보를 받은 세대가 이번 달 전기사용량 감소로 귀결되는 상황이 예상과 달리 비지속적으로 나타났다. 기존의 기대와 달리 이웃평균전기사용량을 초과하였다는 정보가 명확한 전기절약효과로 연결되지 않는 이유는 실제 개인의 에너지소비의사결정에 있어 사회적 규범은 주요 결정요인으로 작동하지 못하기 때문이라 추측된다. 이러한 추측은 위의 744세대 중 실제 거주자 40명에 대한 시선추적실험과 심층인터뷰를 통해 검정될 수 있었다. 평상시 관리비 고지서를 검 토하는 상황을 연출하여 관리비 고지서를 바라보는 피실험자들의 시선점(fixations)과 유지 시간 (duration)을 분석한 결과, 이웃비교정보부분에 대한 시선 집중이 고지서내의 여타 정보 부분에 비해 현 저하게 낮음이 확인되었다. 이는 평상시 본인의 에너지 소비 행동 결과에 있어 사회적 규범에 해당되는 이웃비교정보에 충분한 관심을 가지고 있지 않음을 시사한다. 결국 우리나라 이웃비교정보가 보다 효과 적인 절약행동으로 귀결되기 위해서는 新제도경제학파의 Shared Mental Model 형태의 사회적 에너지 소비 가치의 인식 공유 체제 구축 노력이 필요하다.
Response of Residents to the Social Norm Information in Utility Statements: Evidence from 744 Households Utility Data Analyses and Eye-Tracking Experiment
This paper analyzes whether the neighbor-comparison information reported in monthly utility statement encourages residents to conserve electricity. To do so, we first check electricity usages of the residents who are informed of having used electricity greater than neighbor's average from April 2016 to April 2017 by obtaining 744 households utiity statement data. Our findings show that the effect of the information regarding 'greater consumption than neighbors' on conservation is neigher strong nor evident unlike widespread expectation. A plausible reason for these results is that the information does not play an important role as a significant determinant of individual electricity behaviour. Our eye-tracking experiment supports for the reason by revealing that actual 40 residents rarely pay attentions to the neighbor-comparison information when they look at utility statement. Thus, it is necessary for wider conservation effect by the neighbor-comparison information in Korea to construct shared mental models as new institutional economists stress.
