최저임금과 자동화 : 최저임금이 자동화를 통해 고용에 미치는 영향

2017년 대비 16.38% 인상된 2018년의 최저임금은 향후 2년 간 연평균 15.24% 추가로 인상되어 2020년에 1만 원에 도달할 것으로 예상되고 있다. 본고는 지난 최저임금의 인상이 저숙련 노동자의 고용에 미치는 영향을 분석한다. 단 기존 연구들과 달리 최저임금과 고용 간의 관계를 자동화라는 경제적 요인으로 연결시켜 최저임금 인상으로 노동의 상대적 가격이 증가할 경우 자동화를 통해 노동을 대체한다는 구조를 설정해 최저임금이 저숙련 노동자의 고용에 미치는 영향을 실증적으로 분석한다. 수행하는 업무의 특성에 따라 결정되 며 자동화를 통한 노동의 대체 가능성을 나타내는 직종별 자동화 민감도는 Autor and Dorn(2013)과 Dorn(2009)의 자료를 한국표준직업분류에 적용해 측정한다. 또한 Lordan and Neumark(2017, 2018)의 방법론에 따라 2009~2017년 고용형태별실태조사의 임금구조 부문을 이용해 자동화가 용이한 직업의 산업 별 고용과 노동시간 비중을 산출하고 최저임금과의 관계를 파악한다. 최저임금 인상은 자동화가 용이한 직종의 산업별 고용과 근로시간 비중을 대체로 감소시키는 것으로 나타났다. 최저임금이 자동화가 용이한 직종의 고용과 근로시간 비중에 미치는 영향은 성별, 연령별, 산업별 그리고 기업 규모별로 상이하며 여성과 26~39세의 청·중년층에서 감소 효과가 크게 나타났다. 한 예로 여성의 경우 최저임금의 1,000원 인상으로 인해 자동화 민감도 상위 33% 직종이 차지하는 고용과 근로시간 비중이 각기 9.49%p와 9.64%p 감소해 최저임금 인상이 자동화를 가속화해 고용에 영향을 미치고 있다는 것을 확인할 수 있었다. 최저임금 인상이 자동화가 용이한 직종의 고용 비중과 근로시간 비중을 감소시킨다는 분석 결과는 최저임금으로 인해 해당 직종에서 종사하고 있는 노동자의 실업 가능성이 높아진다는 것을 시사한다. 따라서 최저임금이 자동화에 대한 기업의 유인 구조, 노동시장의 일자리 구조, 그리고 자동화 취약 계층의 실업 가능성 등에 주는 영향을 최저임금 인상에 앞서 파악하는 것이 필요해 보인다.

Minimum Wage and Automation: Minimum Wage’s Employment Effect through Automation

This paper analyzes how the minimum wage affects the employment of the unskilled worker. Yet, unlike previous studies, it focuses on the rise of the relative price of labor to capital by minimum wage, which furthers the degree of automation. We first measure the automatibility of occupation by applying the Routine Task Intensity of Autor and Dorn (2013) and Dorn (2009) to the Korea Standard Classification of Occupation, and then look at how the minimum wage affects the share of routine occupation in various industries by applying the method suggested by Lordan and Neumark (2017, 2018) to the survey on labor conditions by employment type. We find that the rise of minimum wage tends to reduce the share of routine occupation in various industries. Furthermore, the size of such effects differs depending on sex, age, industry, and company size where the effect is found to be particularly strong among the female and the 26~39 age group. For example, we find that KRW 1,000 increase in minimum wage leads to 9.48%pt and 9.64%pt reduction in the share of employment and labor-time of the top 1/3 automatable occupation. Such results signifies the fact that the rise of minimum wage may cause the increase in unemployment among the unskilled by accelerating the process of automation.
