한국경제의 신자유주의화 경로 연구 : 한국 발전국가의 변형과정을 중심으로
논문은 한국경제의 신자유주의화로의 경로 변화를 결정적 분기점이었던 1997년 금융위기 이후를 중심 으로 신제도주의 방법론에 따라 제도에 초점을 두고 분석하였다. 특히, 한국경제의 문제점을 해결하기 위한 정책목표로 추진되었던 공적자금의 투입과 금융감독체제 개편이 성공하지 못했던 이유를 관료제 내부의 연계된 자율성의 부재와 연결함으로써 한국은 더 이상 발전국가가 아님을 증명했다. 즉, 경제정 책이나 금융제도의 측면에서 발전국가의 특성이 유지, 지속되었던 경로의존성이 1997년 금융위기 이후 에는 신고전학파 경제학이 주장하는 정책이나 제도로 ‘신자유주의적’으로 변화하고 있음을 경제위기를 극복하고자 시행되었던 정책들의 실패과정으로 보여주었다. 금융위기 이후의 금융시스템의 변화에 관한 논의는 발전국가적 관점에서 ‘더욱더 강하고 규제력 있 고, 응집적이며, 자율적이면서, 능력있는 공적기구화’로 금융시스템(금융감독체제)을 변화시켜야한다는 관점과 관료에게 맡기면 절대로 금융규제가 불가능하므로 ‘더욱더 독립적이며 자율적인 민간기구화’를 해야 한다는 일종의 신공공관리적 관점이 있었지만, 전 세계에서 유행하고 있던 신자유주의적 헤게모니 는 후자를 선택하게 하였고, 그것은 개혁의 실패로 귀결되었다고 요약할 수 있다. 결국, 이 논문은 한국경제의 ‘신자유주의화 경로’를 한국발전국가의 특성이 변화하는 과정을 통해 제 시하였는데, 특히 1997년 금융위기 극복과정에서 실시한 금융개혁이 국가의 의도대로 진행되지 않고 국가의 역할이 최소화되면서 금융위기 이전부터 진행되어오던 ‘탈 발전국가’로의 진행 과정이 가속화되 는 과정을 중심으로 보여주었다.
A Study on the Neoliberal Path of the Korean Economy : Focusing on the Process of Korean Developmental State’s Transformation
This report analyzes the changes in the Korean economy after the 1997 financial crisis, which is a ‘critical juncture’, focusing on the ‘institution’ according to ‘the neo-institutional methodology’. In particular, it proves that Korea is no longer a “developmental state” by linking the reason for the failure of the injection of public funds and the reform of the financial supervisory system to the absence of “embedded autonomy” within the bureaucracy, which was pursued with the policy objective to solve the problems of the Korean economy. In other words, ‘path dependence’, in which the characteristics of developmental state were maintained and continued in terms of economic policy and financial system, has been changed to ‘neo-liberalistic’ policies or institutions advocated by neoclassical economics after the 1997 financial crisis, as shown as a failure process of policies that were implemented to overcome the financial crisis.
