Korea’s Saemaul Undong as a Controlled Economic Development Experiment Merits a Nobel Prize

이 논문은 우리나라의 새마을운동이 2019년 노벨 경제학상을 수상한 연구인 ‘무작위 통제 대조 실험’(Randomized Controlled Trial: RCT)에 전혀 손색없 는 “통제된 경제개발 정책 실험”이라고 평가한다. 새마을운동은 성과에 따라 스 스로를 돕는 마을 만을 돕는 경제적 차별화(ED)라는 차별적 인센티브 정책을 채택했다. 이를 통해 새마을운동은 1970년부터 79년까지 10년 만에 거의 3천 만 명에 달하는 한국의 모든 국민들을 자조 정신이 충만한 사람들로 변화시켜 이제 잘 알려진 ‘한국의 경제발전 기적’을 성공적으로 달성하는데 크게 기여했 다. 그래서 새마을운동 정책은 현대의 ‘행동 및 실험경제학’의 선구자라 할 수 있다. 이런 점에서 이제 겨우 연구프로젝트 형태로 진행되고 있는 RCT는 독창 성, 규모, 성취 면에서 새마을운동과 비교될 수 없다. 나아가 이 논문은 저자의 경제발전 이론과 새마을운동 경험을 기초로 하여 개발된 빈곤퇴치를 위한 지속가능 농촌개발 모델인 “삼위일체 경제개발 모형” 을 제시한다. 이 모형은 농촌가구들로 구성된 ‘농촌 시장’, 마을지도자들이 기 업가처럼 관리하는 ‘마을 조직’, 그리고 ‘정부’가 삼위일체가 되어 모두 협력하 여 경제적 차별화(ED) 규칙을 설정하고 시행할 경우 빈곤퇴치와 농촌 개발이 가능하다고 주장한다. 추가로 정부는 동기부여를 위한 자조정신교육을 통해 공 식적 경제적 차별화(ED) 규칙의 효과를 강화하고, 개별 마을과 그 주민들이 수 행할 농촌 인프라 및 현금창출 프로젝트를 경제적 차별화(ED) 규칙에 따라 지 속적으로 공급해야 한다고 주장한다. 또한 한국의 성공적인 농촌 개발과 경제발전 경험은 사실상 이 모형의 시험 대로서 이미 모형의 실증적 타당성을 입증한 것이나 다름 없다고 주장한다. 이런 모든 점을 고려해 볼 때 이 논문은 새마을운동 정책과 이론이 충분히 ‘노벨 경제학상 감’이 될 수 있다고 주장한다.

This paper evaluates Korea’s Saemaul Undong as a “controlled economic development policy experiment” no less favorably than the 2019 Nobel Economics Prize-winning research, the Randomized Controlled Trial (RCT). Saemaul Undong had adopted a discriminative incentive policy rule defined as “economic discrimination” (ED) that helps only those villages that help themselves based on their actual performances. It had successfully driven Korea’s now well-known development miracle by transforming virtually 30 million people of all towns in Korea to people with a self-helping mindset within a short ten years from 1970 to 79. The Saemaul Undog turns out to be the pathfinder for modern-day behavioral and experimental economics. In this regard, The RCT is not comparable to Saemaul Undong in terms of originality, scale, and achievement. The paper then presents the sustainable model of rural development for poverty alleviation based on the Saemaul Undong experience and a “general theory of economic development” by this author. This model specifies the holy trinity of rural development; the rural markets consisting of rural households, the village organizations inclusive of all households managed by the village leaders playing the role of entrepreneur, and the government, that need to work concertedly to set and enforce the ED rule. In addition, the government needs to supplement the formal ED rule with self-help mindset education for motivation and continuously allocate rural infrastructure and cash-generating projects to be undertaken by the individual villages according to the ED policy rule. Finally, the paper argues that Korea’s experiences of successful economic development, including rural development, had been a test-bed for this model and amounts to confirm its empirical validation. The paper concludes that the Saemaul Undong policy and the theory behind it may be more than enough to merit the Nobel Economics Award.
