아이디어가 경제성과에 미치는 영향 : 합리적 무지와 이념 의존을 중심으로

새로운 “아이디어”는 사회와 그 사회의 경제정책과 경제성과에 중요한 영향을 미치는 것으로 인식된 다. 그러나 공공재의 특성을 갖는 아이디어는 ‘합리적 무지’(rational ignorance)로 인해 일반 시민들 은 ‘이념’에 따라 행동한다. 그 결과, 아이디어가 가지고 있는 막대한 영향력에 비해 경제성과에 미치는 영향을 크지 않은 것으로 나타났다. 예를 들면, 영국은 18~20세기 초까지 역사상 위대한 경제사상가들을 가장 많이 보유함으로써 세계 경제사상에서 주도적 지위를 차지하였다. 그러나 영국은 19세기 말 이후 거의 모든 기간 동안 ‘느린 성장’을 보였다. 특히 제2차 세계대전 직후 25년 동안 서독, 일본, 이탈리아는 ‘급속한 성장’을 기록하였으나 영국은 ‘느린 성장’을 기록하였다. 국가들 간의 이러한 상이한 경제성장률은 각국에서의 ‘분배연합들’과 ‘특수이익집단들’을 명시적으 로 살펴봄으로써 이해될 수 있다. 오랫동안 정해진 경계선이 변하지 않은 ‘안정된 사회들’에서 시간이 지남에 따라 더 많은 분배연합들이 ‘축적’됨으로써 그 사회의 경제적 효율성과 경제성장에 해로운 영향을 미쳐서 궁극적으로 ‘제도경화증’을 초래하기 때문이다. 더 나은 아이디어의 등장과 확산이 일반 시민들의 공공재에 대한 “합리적인 무지”로 인해 느려진 다. 그 대신 일반 시민들은 자신의 정치적 행동이나 생활에서 단순한 이념들과 정치적 슬로건들에 큰 영향을 받는다. 따라서 정치적 이념이나 슬로건은 공무(公務)에 대한 상세한 연구와 지속적인 숙고를 ‘대신’하는 역할을 한다. 역사적으로 ‘이념’ - 즉, 고전적 자유주의나 자유방임주의와 같은 우파 이념, 또는 복지국가와 같은 좌파 이념 - 에 바탕을 둔 ‘정부의 규모’와 ‘경제성장률’ 간에 명확한 상관관계가 없음을 보여주고 있다. 이러한 논의를 바탕으로 본 논문의 목적은 주요 선진 민주주의 국가들 간의 경제성장률의 차이를 분배연합들과 집단행동의 논리 측면에서 이론적으로 고찰한 후, 이념과 경제성장률 간의 상관관계를 실증적으로 살펴보고자 한다.

The Effect of Ideas on Economic Performance : Focusing on Rational Ignorance and Ideology Dependence

New “ideas” are recognized as having a significant impact on society and its economic policies and economic performance. However, due to ‘rational ignorance’ of ideas having the characteristics of public goods, ordinary citizens act according to ‘ideology’. As a result, it was found that the effect on economic performance was not significant compared to the enormous impact of the idea. For example, Britain occupied a leading position in world economic thought by holding the largest number of great economic thinkers in history until the 18th and early 20th centuries. However, Britain has seen ‘slow growth’ for almost all periods since the end of the 19th century. In particular, for 25 years after World War II, West Germany, Japan, and Italy recorded ‘rapid growth’ while Britain recorded ‘slow growth’. These different economic growth rates between countries can be understood by looking explicitly at the ‘distributive coalitions’ and ‘special interest groups’ in each country. In ‘stable societies’ where the boundaries set for a long time have not changed, more distributional unions ‘accumulate’ over time, which has a detrimental effect on the economic efficiency and economic growth of the society, thus leading to ‘institutional sclerosis’. The emergence and diffusion of better ideas is slowed by the “rational ignorance” of ordinary citizens about public goods. Instead, ordinary citizens are greatly influenced by simple ideologies and political slogans in their political actions and life. Therefore, political ideology or slogan plays a role of replacing the detailed study and continuous deliberation on public affairs. Historically, it shows that there is no clear correlation between the ‘size of government’ and the ‘economic growth rate’ based on ideologies - that is, right-wing ideologies such as classical liberalism or laissez-faire, or left-wing ideologies such as the welfare state. Based on this argument, the purpose of this paper is firstly to theoretically examine the difference in economic growth rate between major advanced democracies in terms of the distributional coalitions and the logic of collective action, and then to empirically examine the correlation between ideology and economic growth rate.
