22대 국회의원 선거구획정의 측정과 평가
본 논문은 22대 국회의원 선거구획정을 표의 등가성(等價性)에 초점을 맞추어 주요 선거구획정 지수로 측정하고 평가한다. 22대 국회의원 선거를 위한 선거구획정은 법정시한을 넘기면서도 선거구 조정이 최소한(미세조정)에 그치면서 선거구 간 인구 편차는 21대의 인구 편차보다 확대되었다. 표의 등가성 및 획정의 왜곡도를 측정하기 위해 획정지수, 획정지수의 분산계수, 정치적 지니계 수 및 (1-코사인제곱지수) 등을 측정한 결과, 지수 값들이 모두 21대보다 22대에서 증가한 것으로 나타났다. 이는 22대에서 표의 등가성이 훼손되었음을 의미한다. 향후 23대 국회의원 선거구획정은 법정시한을 준수하며 초당적으로 이루어져야 할 것이다. 또한, 광역시·도 간 선거구획정 지수의 격차와 선거구 간 인구 격차를 줄일 필요가 있다. 선거구획정 과정에서 기술적으로 정치적 지니계수, 획정지수의 분산계수, (1-코사인제곱지수) 등의 획정 목표를 설정하는 방안도 고려해 볼 만하다.
The Measurement and Evaluation of Electoral Apportionment of the 22nd National Assembly Election in Korea
We attempt to measure and evaluate the Electoral Apportionment of the 22nd National Assembly Election in Korea. The electoral apportionment for the 22nd National Assembly election in Korea was significantly delayed and violated the legally-stipulated schedule. We evaluate the electoral apportionment of the 22nd National Assembly election in Korea by measuring four main indexes: (ⅰ) apportionment index, (ⅱ) coefficient of variation of the apportionment index, (ⅲ) political Gini coefficient, and (ⅳ) (1-cosine square index). All these indexes indicate that the vote equivalence has been deteriorated in the 22nd National Assembly election compared to the 21st National Assembly election. The present paper urges that the electoral apportionment for the 23rd National Assembly election of Korea obey the ‘legally-stipulated schedule’. More importantly, we propose that the desirable levels of the four indexes be set for the 23rd National Assembly election prior to the apportionment.
