정치적 편향성의 사회적 비용 : 양당제의 경우
양당제 대의민주주의 체제에서는 두 정당이 집권 경쟁을 한다. 선거 승리로 집권한 정당은 정책의 수립 및 집 행 시 자 신의 지지자와 비(非)지지자를 차별 하고 비지지자에게 불이익을 줄 수 있다. 본 논문은 양당제에서 집권 정당의 유권자 차별, 즉 정치적 편향성이 정책에 미치는 영향을 분석한다. 분석 결과는 다음과 같다. 첫째, 집권 정당이 선택하는 정책은 정당의 지복점과 중위투표자가 선호하는 정책의 사이에 위치한다. 이는 중위투표자 정리에 대한 부분적 지지로 해석할 수 있다. 둘째, 정치적 편향성이 증가하면 집권 정당이 선택하는 정책은 중위투표자가 선호하는 정책에서 멀어지며, 이에 따라 사회적 비용이 증가한다.
The Social Cost of Political Bias in a Two-Party System
In a representative democracy, two parties compete to win elections by offering policies favored by voters. Moreover, the ruling party has an incentive to discriminate voters depending upon their degree of support for the party. Each party would favor its supporters, but would be indifferent towards or even try to harm its opponents. This paper attempts to derive the relationship between the extent of voter discrimination, i.e., political bias, and the actual policy adopted by the ruling party. This paper shows that the policy adopted by the ruling party lies between the bliss point of the party and the one favored most by the median voter. Moreover, an increase in the political bias leads to more deviation away from the policy favored most by the median voter towards the bliss point of the party, which results in a decrease in social welfare.
