휴전 가능성을 고려한 군사분쟁과 지대소진 : 게임이론적 분석
군사 분쟁에서 휴전 가능성은 분명히 존재하며, 당사국들은 이를 고려하면서 자신의 전략인 무력수준을 결정한다. 본 연구는 게임이론 모형을 사용하여 두 당사국의 전략(무력수준의 결정)을 유도하고, 선택된 전략에 따른 군사 분쟁의 결과(보수)를 분석하였다. 휴전 가능성을 고려한 전쟁모 형의 주요 분석 결과는 다음과 같다. 첫째, 휴전으로부터 얻는 지대가치가 당사국별로 다를 때 지대가치를 높게 평가하는 당사국의 무력수준이 더 낮다. 둘째, 휴전으로부터 얻는 지대가치가 증가할 때 당사국은 무력수준을 낮추며, 이때 당사국의 기대보수는 증가한다. 또한, 휴전 가능성이 증가할 때 당사국들의 무력수준은 작아지며, 사회적 자원낭비도 줄어든다. 셋째, 휴전 가능성이 클 때 무력사용에 의한 부정적 외부성의 증가는 실질 지대소진율을 낮출 수 있다. 본 연구는 분석 결과를 토대로 정책적 시사점을 제시하였다.
A Military Conflict and Rent Dissipation under the Possibility of Armistice : Game Theoretic Analysis
There is a possibility of armistice in military conflicts. The belligerents may decide destruction power level, taking into account the possibility of a ceasefire. This study induced the destruction power levels of the two belligerents using the game theoretic approach, and analyzed the results of military conflicts according to the destruction power level. Solving for the Nash equilibrium, we find the following results. First, when the values obtained from armistice differ from belligerent to belligerent, the destruction power level of the belligerent that underestimate the value is higher. Second, when the possibility of a ceasefire increases, the destruction power level of the belligerent and the real rent-dissipation rate decrease. Third, when the possibility of a ceasefire is high, negative externality caused by the destruction power can lower the real rent-dissipation rate. This study presented implications based on the analysis results.
