농작물재해보험제도의 소비자 만족도 결정요인에 관한 연구 : 화성시를 중심으로
본 연구는 화성시의 ‘농작물재해보험제도’가 소비자의 만족도에 영향을 미치는 요인을 분석하여 농업정책적인 시사점을 제시하는 데 그 목적이 있다. 주요 연구는 첫째, 농작물재해보험제도에 대한 농업인의 만족도를 제고하기 위해서는 어떤 요인들을 가장 먼저 고려해야 할 것인가. 둘째, 농작물재해보험제도에 대한 농업인의 만족도에 미치는 영향의 크기, 요인의 성격 및 인과관계에서 고려해야 할 사항은 무엇인가. 셋째, 시의 농업정책에서 시사점과 함의는 무엇인가. 연구에서는 국내외 문헌조사(1971~2021)를 수행 후 농작물재해보험정책에 대한 지역농업인의 경험 및 감정 적 탐색자료 수집하기 위한 심층인터뷰와 설문조사, 그리고 회귀분석을 실시한다. 분석 결과에서 농작물재해보험제도에 대한 농업인 만족도에 유의미한 영향을 미치는 변인은 공감성, 안정성, 위험성, 공정성, 전문성, 형평성, 효율성으로 나타났다. 이러한 연구 결과를 토대로 지역농업인의 만족도에 영향을 미치는 요인 순위와 그 의미를 중심으로 화성시의 농림축산행정에 대한 유연한 정책적 시사점을 다음과 같이 제시하였다. 첫째, 공감성 중심으로 ‘지역 맞춤형 상품개발 및 보급’하 여 농작물재해정책보험의 질을 향상시켜야 한다. 둘째, 안정성과 위험성을 중심으로 ‘농가와 법인의 경영안정과 리스크 관리’ 사업을 발굴하고 지원해야 한다. 셋째, 공정성과 전문성을 중심으로 ‘지역손해평가인, 손해평가사 등 교육’을 해야 된다. 넷째, 형평성과 효율성을 중심으로 ‘개인 및 지역별 인센티브제도’ 및 ‘보험 사각지대 농가의 사회보험료 지원’을 통해 정책보험가입률을 높여야 한다.
A Study on Determinants of Consumer Satisfaction in Crop Accident Insurance System : Focused on the Hwaseong-si
The purpose of this study is to present agricultural policy implications by analyzing the factors influencing ‘consumer satisfaction’ with the Crop Accident Insurance System in Hwaseong-si. For this purpose First, what factors should be considered first to improve farmers' satisfaction with the crop accident insurance system. Secondly, what should be considered in terms of the size of the impact on farmers’ satisfaction with the crop accident insurance system, the nature of the factors, and the causal relationship. Thirdly, what are the implications of the city’s agricultural policy. As for the research method, in-depth interviews, surveys, and regression analysis are conducted to collect local farmers’ experiences and emotional exploration data on crop accident insurance policy after conducting domestic and foreign literature research(1971~2021). As a result of the analysis, it was found that empathy, stability, risk, fairness, expertise, equity, and efficiency significantly affect satisfaction with the crop accident insurance system. Based on the results of this study, flexible policy implications for agriculture, forestry and livestock administration in Hwaseong City were presented as follows, focusing on the ranking of factors influencing the satisfaction of local farmers and their meanings. First, it is necessary to improve the quality of crop accident policy insurance by ‘developing and distributing products tailored to the region’ with a focus on empathy. Second, it is necessary to discover and support projects for ‘management stability and risk management of farmhouses and corporations’ with a focus on stability and risk. Third, the city should provide ‘training for regional damage assessors and Agriculture Insurance Claim Adjusters’ with a focus on fairness and expertise. Fourth, the city should increase the policy insurance subscription rate through the ‘individual and regional incentive system’ and ‘support for social insurance premiums for farmers in the blind spot of insurance’ with a focus on equity and efficiency.
