한국경제 분석에서 프레임 재구성의 필요성 : 한국경제에서 왜곡(歪曲)되는 개념들과 대안
한국경제 분석 프레임의 재구성을 시도하는 것은 잘 알려진 영역을 뒤로하고 미지의 영역으로 과감히 들어간다는 의미이므로 본질적으로 어렵다. 그래서 이러한 과정에서 우선 필요한 것이 접근방식이다. 즉, 한국경제를 여러 가지 관점에서 볼 준비가 되어 있고, 다른 관점에 대해서도 알아보고 거기에서부터 나오는 결과를 받아들일 자세가 되어 있어야 한다는 것이다. 한국경제 분석 프레임을 재구성하기 위해서 우리는 여러 가지 인지적 근육을 키워야 한다. 왜냐하면, 우리는 항상 원론적으로는 다양성을 환영한다고 말하지만, 실제로는 알려진 것을 기본으로 선택하는 경향 을 보이기 때문이다. 다시 말해서, 사람들은 이미 정해진 프레임에 맞춰 경제 현상을 파악하려 한다는 것이다. 그럼에도 불구하고, 장기적으로 한국경제 분석 프레임의 다양성을 위해서 프레임을 식별하려고 노력해볼 가치가 있다. 본고에서는 이러한 저자의 생각을 파업에 대한 설명과 전 정부 경제정책 분석에 적용시켜 보았다. 실제의 경제정책을 기존의 프레임과 대안적 프레임을 통해 동시에 진행하여 분석함으로써 한국경제 분석 프레임이 앞으로 지향해야 하는 방향성을 제시하였는데, 지난 정부의 대표적인 경제정책이 불필요하게 많은 비판을 받았다는 것이 아니라, 처음부터 제대로 평가받을 수 없었던 한국경제 분석 프레임의 근본적인 문제점에 대해 강조하고자 했다.
The Necessity of Changing the Framework of Korean Economics : Distorted Concepts in Korean Economics Through Case Studies.
Attempting to change the economic framework is inherently difficult because it means leaving behind a well-known area and boldly entering an unknown area. And the first thing that’s needed in this process is an approach. In other words, you should be ready to look at the economy from various perspectives, find out about different perspectives, and accept the results from them. In order to change the framework of economics, we have to develop various cognitive muscles. We always say that we welcome diversity in principle, but in reality we tend to base our choices on what is known. In other words, economic phenomena are identified according to the pre-determined frame. However, it is worth trying to identify frames for the diversity of economic frames in the long run. In this paper, the author’s thoughts were applied to the explanation of the strike and the analysis of the former government’s economic policy. By simultaneously analyzing actual economic policies, the mainstream and non-mainstream economic explanations suggested the direction the economic frame should pursue, not that the representative economic policies of the past government were unnecessarily criticized, but to emphasize the fundamental problems of the economic frame that could not be properly evaluated from the beginning.
